The Sultanate of Oman is introducing Fawtara, its national electronic invoicing system, as part of the digital transformation of tax administration.
According to the Oman Tax Authority, e-invoicing is designed to improve business transaction efficiency, strengthen tax compliance and transparency, reduce fraudulent invoicing, automate processes, and reduce manual errors.
Unlike traditional paper invoices or ordinary PDF invoices, e-invoices are issued electronically in a prescribed digital format and exchanged through the Fawtara framework.
What is Oman E-Invoicing (Fawtara)?
Fawtara is Oman’s national electronic invoicing system introduced by the Oman Tax Authority to modernize the way businesses issue, exchange, validate, and report invoices.
Businesses will issue e-invoices using compliant invoicing, accounting, or ERP solutions. E-invoices are exchanged through the prescribed electronic framework and service-provider network.

E-invoices must be issued electronically using the prescribed format. Manually issuing an invoice and entering it electronically afterward is not permitted.

Oman E-Invoicing Implementation Timeline 2026–2027
The Oman Tax Authority is implementing Fawtara in phases.

Businesses can use the Oman Tax Authority's online service to check their potential Fawtara implementation period using their VAT identification number.
Who Must Comply with Oman E-Invoicing?
The Fawtara rollout will progressively cover VAT-registered taxpayers in Oman.
- Selected large VAT-registered businesses
- Other large VAT-registered businesses
- Remaining VAT-registered businesses
- Small and medium-sized enterprises (SMEs) registered for VAT
- Government entities during the applicable later phase
SMEs will be included in Phase 3 of the project. Businesses that are not part of the first phase should nevertheless begin assessing their readiness.
How Does Fawtara E-Invoicing Work?
Oman’s e-invoicing framework follows a 5-Corner Model.
- Supplier: The supplier creates the e-invoice.
- Supplier’s Service Provider: The invoice is processed and validated through the supplier’s service provider.
- Buyer’s Service Provider: The e-invoice is exchanged through the buyer’s service provider.
- Buyer: The buyer receives the invoice electronically.
- Oman Tax Authority: Relevant invoice and tax data is reported to the Oman Tax Authority.
